Im posting this from my Geog 330 class. It is a scolarly article that goes over some of the basic terms, and the argument that no one water system can effectively be used for all countries or communities. Every community has different issues and complexities and there needs to be an indivualized approach to create an affective water system. Overal I think its worth a read also Nepal is refrenced. I found the article online, and the website is in the title.

    Nice find! I like the idea of adaptive learning, that state, collective, and market institutions need to work together and the strengths of each aspect needs to be used.
